Rule 3
Interpretation of this regulation
: (1) If any civil servant is offended by the interpretation made by an officer while using any rule of this regulation, he can file a petition before the Government of Nepal, Ministry of General Administration.
(2) The Ministry of General Administration will send the explanation made by the Government of Nepal in relation to the application received under sub-rule (1) for the information and guidance of all related government offices.

(1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts.
